CSA's Referees' Expected Competencies document

    Assessments are an integral part of all upgrading programs. All referees attempting to upgrade to Regional, Provincial, or be nominated to the National List of Match Officials must receive a certain amount of assessments over a period of time. Furthermore, all Regional and Provincial referees must receive a minimum of 1 assessment each season in order to maintain their classification.

Purpose of Assessments

  • To provide an advisory service, offering helpful comments and suggestions to referees interested in improving their performance.
  • To encourage referees to adopt a process of self-analysis after each game.
  • To establish a record of performance showing the referee's level of consistency and ability to operate at various levels of competition over a period of time.
  • To provide information regarding the possible reclassification of a referee.
  • To provide feedback on the effectiveness of the Referee Development Program.

Referee Classifications

Classification
Description
Mini Soccer
    A referee who has completed the Mini Soccer Referee Course.
Youth
    A referee who has completed the Entry Level Referee Course who is under the age of 16.
District
    A referee who has completed the Entry Level Referee Course who is over the age of 16.
Upgrading District
    A referee in the Regional Referee Upgrading Program, who has passed the fitness test at the Regional Referee standard, attended the required in-class sessions, and passed the exam with a mark of 80% or better.
Regional
    A referee who has completed all requirements of the Regional Referee Upgrading Program. A Regional Referee must pass a fitness test each year and have at least 1 assessment each year to maintain their classification.
Upgrading Regional
    A referee in the Provincial Referee Upgrading Program, who has passed the fitness test at the Provincial Referee standard, attended the required in-class sessions, and passed the exam with a mark of 80% or better.
Provincial
    A referee who has completed all requirements of the Provincial Referee Upgrading Program. A Provincial Referee must pass a fitness test each year and have at least 1 assessment each year to maintain their classification.
Upgrading Provincial
    A referee who has been a Provincial Referee for at least 2 years, and who declares to the OSA that they wish to be nominated to the CSA to the National List of Match Officials.
